We're not really sure what the back story on this video is, but it doesn't really matter.  For whatever reason, the person driving the car with the dash cam did something to piss off the driver in front of him.  Instead of the driver in front doing a traditional road rage maneuver (slamming on the brakes, flipping off the guy, swerving from lane to lane, etc.), he pulls the ultimate power move.  

This man, who we will refer to as the Asian Assassin, stops his car on the on-ramp, gets out and just STARES.  And STARES.  And STARES.  The fact that he has black cut-off gloves on and appears to take a toothpick out of his mouth only add to his assassin-like demeanor.  He's terrifying!
